Techno culture and Risk
( 1 ) What is Techno culture ?
First the question is what is culture? Because to
understand culture as a term is little bit difficult. So, the ‘ Culture
‘derives from ‘ Cultura’ and ‘Colere’, meaning ‘ to cultivate’. The
idea of culture or the definition of culture
is not same. It’s change as per time change .For example as per Mathew
Arnold ‘s view “ Culture is the study of perfection”, on the other side other
writer or critic gave another definition or meaning . But here the question is
what is Techno culture? So, the Techno culture means we are living in the time
of technology and the information, and we all use so many different types of electronic
device because the time and culture known as a “ Digital Culture”. We live in
an increasingly technologized world. Global capitalism – the immediate
geopolitical on text of our nation – state – runs on the engines of information
and communication technologies. Our everyday life from shopping to education –
depends heavily on technology with greater or lesser degrees of both efficiency
and necessity.
( 2 ) Technology helps In various
fileds
We use
technology in 1) Education – in this area now most of the study based on
online, with the help of laptop, mobile etc. Virtual class rooms are
introduced. E-books are available. 2) Agriculture – many new facilities came
through technology. 3) Day to day life – We use cell phone , and other social
media for communication like what’s up, Twitter, FB etc. Now a days we use
technology in the Money transaction also, because now e- banking and the
through various app we pay everything online, online shopping is the good way
for shopping.. 4) Science and research – With the help of technology science
made various research and new things which helps a lot. 5) In hospital also ,
various machine and technology use for
better treatment of patient.
So, technology played a vital roll for human
progress as well as nation also. We easily survive with the technology.
In India our prime minister Narendra
Modi launchched one campaign on 1 July 2015 ,’ Digital India’.
Through our prime minister gave a importance of technology, and try to
make India digital. Through this program
Government of India hopes to achieve growth on multiple fronts. Government aims
to target nine ‘ pillars of the Digital India’ like Universal access to internet , e- Governance,
e-Kranti, IT for jobs etc. Any launched many app like e- Hospital, SBM Mobile
app, My Gov.in etc. So, technology is important
and prime minister also gave good support also.

Technology provides so many facilities
and without any problem we can done our
all works easily . But with technology various types of risk also connected and
many disadvantages also.
( 3 ) Theory of Risk
One of the most influential of such theories is that
of the risk society. Ulrich Beck propounded the influential ‘ risk society’
thesis in Risk Society: Towards a New Modernity ( 1922 ) and later works ( 1995 – 1997 ). As per Beck’s
view is not real , risk are about ‘ becoming real’. As soon as risks become
real, they cease being risks, and become, instead, disasters. Risk then get
displaced to other ‘sites’: future disasters. So, risks are Potential
disasters. And How risk is relevant with techno culture is important.
( 4 ) Techno Culture and Risk
With use of
Technology various types of risk are connects . For example
1. PC / Laptop - PC and Laptop both the device are
very helpful in now a days. Both the device
provides solutions to numerous problem of communication, writing, and
information etc. But it gives some time problems also like, corruption of the
hard drive, some virus problem etc. So, this all are risk while using
technology . But the it also offers
solution: like download anti- virus , update your laptop or pc etc. So, both
risk and solution are connected.
2. CCTV Camera - CCTV camera is very helpful device ,
now each and every public place and at different places this type of camera use well. It help a lot
for security, proof and use well in various way. But when we under this CCTV Camera at that we always much
conscious for that, and we have some type of risk.
3. Pan drive - Pan drive is very little e – device , but with
the help of this we can carry a lots of things at one places to other. But with
this risk also have. For example when I
have presentation and I use pan drive
and at that time it became corrupt and my all data was lost. So, this is a big
risk with technology
.
4. Online Shopping – Now a days , Online shopping become a craze . But when we ordered at
that we have one risk that , which type of things we ordered same we will get. Because just after watching the images we gave an
order . In this corruption is also one risk. And what about the shopkeeper ,
that is the risk of market
.
5. Terrorism – In
terrorism also various types of technology used , and it’s harm a lot
people. Because many terrorists are very
well educated and they use various technology, to make bomb , and other things.
6. Industrial Society – Technoscience in industrial society has generated numerous dangers.
Industrial society is based on the production and distribution of goods – which
are required to fill the ‘ Scarcity’ within society.
Risk generates solution which generate more risk
7. Culture of warning – Now we all living in the culture of warning. In various fields like
bank, railway coaches, mall, any place you go you discover warning against all sorts of
dangers and risk. It happens because the
excessive amount of technological/ technologized and mediated information being
made available to us about the potential of risk from every object – like in
food , use of credit card, infection, molestation, kidnapping etc.
Van Loon argues here, that
this risk information is not only produced by science and governance, but also
by commerce.
We find this kind of risk
in various advertisement , like that many advertisement talked that this kind
of thing if you don’t use , you became ill, or it is not good for your health
and that’s why use this or that etc. For example – Aque Guard, in this add they
said that this is best for pure water . so we feel risk that if we can’t use so
maybe we drink not mineral water. So, we become increasingly anxious about
potential threats to our health and safety precisely when we are fed
information from technologies.
In the use of internet ,
we always have a problem of privacy. Because we always worried for our privet
or personal documents , and other
things which we put in laptop or in cell phone so we use password. So we always
in worry and risk.
8. When children use technology at that
time also we have risk. Specially parents fell Moral Panics. Such technologies
engender risks while simultaneously providing solution to such risks.
So, we know that how
technology and risk both are connected.
So it is like “ Vicious circle” .
Technosciens reveals the risk involved in contamination and other newer
problems which were previously unknown, it also delivers information about
these risk. Then it reproduces the risk by making us aware of these risks. So,
technoscience that generated the risk.
Risk theory for cultural
studies reveals the extent that society/culture thrives on risk, providing
information about risk potential, possible solution and so on. Risk theory reflects on the Psycho – social
impact of techno culture where cultural responses to new devices are based upon
an awareness that they create new risks.
So, we think that what is
the solution of this problem. But not any final or last solution of it. But as
per Beck’s point of view that the autopoietic ( self maturity ) risk culture.
When a system generates risk and its possible solution within itself.
Technology became risk is
not only just as above point, but in politics also. ‘ I AM TROLL’ – Inside the secret world of the

Chaturvedi . Swati Chaturvedi is an
investigative journalist. This is her
second book. Published in 26 December 2016. She has a good courage to wrote
this. In this book we can find that how social media is used to attack
political opponents. In this book she
wrote about the Bharatiya Janta Party ( BJP ) , that how BJP’s use of social
media and the Cyber bullying how impact
on the political culture . How BJP use
Twitter as weapon, and many people were uses as a volunteers and paid employees
for fake news and gave supports for their own party. This is first political
party that they used brilliantly the social media for their own benefits.
In the movie Robot , we
also find that Rajnikat made robot but at the end how this robot became risky
for him. Same way in the novel Frankenstein by Mary Shelly , in this Victor
made one human with the helps of electricity and in end this man become
monster.
Conclusion
So, we have
technology culture or e –world but with risk also have. And both are connected
with each other.
